May 25, 2018 - The Youth and Young Adult System Support Services Request for Qualifications has been amended to reflect deadline modifications to the Notice of Intent, Request for Technical Assistance and Submission deadlines, as well as minor revisions to the RFQ and Budget Form 10. Please see Technical Assistance, on this page, for clarifications and LABAVN for further information and the revised documents.

This Request for Qualifications is intended to identify qualified proposers that can support the Youth and Young Adult System in providing any or all of the three services identified below:
Service #1 - Youth Work Experience/Employment Opportunities
The youth employment program connects young adults ages 14-24 years old with job skills and workplace experience through job placement with governmental agencies and non-profit organizations, and in the private sector. Through well-structured work experience in the workplace, youth learn and practice fundamental skills such as timeliness, teamwork, reliability, and accountability. Service providers will be responsible for implementation of all the youth employment program delivery components.

Service #2 - Private Sector Engagement
In 2017, almost 13,000 youth registered for work experience opportunities through the City’s on-line registration, a number that far exceeded the availability of subsidized job opportunities. One strategy for expansion of available resources is mobilization of a robust outreach campaign to enlist the support of private sector employers to identify and generate job opportunities for youth and young adults and to raise awareness of the need for youth employment in the private sector.

Service #3 - Career Assessment Services
Youth participants will take part in an interest and preference inventory designed to identify their preferences, interests, learning, and communication style. The objective is to empower clients to understand their personal and career interest and preferences to create a framework for making choices about their present and future goals that are in alignment with those preferences and interests.

Technical Assistance

Technical assistance will be available for questions regarding the requirements of the RFQ. Such assistance is intended to further explain the City’s requirements and expectations. The City will not provide assistance on a proposer’s narratives nor will the City review or evaluate a proposer’s responses to the RFQ prior to the close of the RFQ process.

Technical assistance is open beginning Tuesday, May 15 through Thursday, May 31. All technical assistance questions must be submitted by e-mail only. Please identify the RFQ title on the subject line of your message. The proposer’s question must identify the page and section of the subject matter.

To ensure fair and consistent distribution of information, all questions will be answered by regularly updated Q&A pages linked from this webpage and on LABAVN. No individual answers will be given.

Mandatory Proposers' Conference

A proposers’ conference is scheduled to review the RFQ document, discuss requirements and answer questions. City staff will not provide assistance regarding a proposer’s specific individual submission. All prospective proposers are required to RSVP for the conference by email, attendance is mandatory. Please bring your own copy of the RFQ as copies will not be provided.

Applicants outside of Los Angeles County may join the conference via conference call. Please see the RFQ for more details.
