This Request for Qualifications (RFQ) is seeking to develop three pre-qualified lists of on-call consultants or contractors to assist in the implementation of the Jobs and Economic Development Incentive Zones (JEDI Zones) Façade Improvement Program. The intent of this RFQ is to pre-qualify firms that can provide services to EWDD on an as-needed basis.

EWDD is seeking proposals from qualified and experienced organizations to provide the branding and outreach for the Legacy Business Program.

Small businesses that have operated for many decades across Los Angeles are critical to our local economy. The goods and services offered by such businesses attract tourists or visitors seeking a distinctive experience in Los Angeles. In many cases, these businesses are also the local anchors that entice nearby residents to shop, dine, or play in their neighborhood commercial districts, creating economic energy and pedestrian-level vitality that spills over to other nearby businesses.

The purpose of the Program is to celebrate, advocate for, and retain businesses that contribute significantly to the City’s historic, cultural, economic, or social identity. A “Legacy Business” will be defined as a business that has been in operation for 20 years or more within the same community and which meets three of the following four criteria:
  • contributes significantly to its community’s history or identity
  • sustains and cultivates distinctive cultural traditions or practices
  • business is not franchised or affiliated with a national corporate chain
  • provides vital goods and services in a language and manner that is culturally accessible to the community
