Alfredo is an active Los Angeles Reconnections Career Academy 2.0 (LARCA) member through the Watts Los Angeles WorkSource Center, operated by the Housing Authority of the City of Los Angeles (HACLA). The program, administered by EWDD, allows class members to take advantage of job training services that prepare them to enter the workforce, such as vocational training or apprenticeship programs that connect them with employment in high-demand industries. In addition, LARCA provides free access to entrepreneurial and business services at the City’s BusinessSource Centers.
Prior to participating in the LARCA program, Alfredo worked in retail. As time passed, he wanted to start his own business and he began taking the necessary steps to make that happen. Then, Alfredo received a letter in the mail from the City of Los Angeles describing the LARCA program. Alfredo was unsure of applying to the LARCA program until his friends, who were also participants in the program, encouraged him to apply. Once it was confirmed that Alfredo was eligible for the program, he utilized his LARCA benefits to start his own business.
During COVID-19, Alfredo’s business was negatively impacted by the pandemic. Through the LARCA program, the Watts/Los Angeles WorkSource Center was able to provide Alfredo’s business financial relief, which allowed him to keep his business open. Alfredo said he would definitely recommend the LARCA program to anyone that is eligible due to the resources and assistance he’s been provided through the program, which has allowed him to continue operating his self-owned business.
The Los Angeles Gang Injunction Curfew Settlement, also known as the “Rodríguez vs. City of Los Angeles” settlement, is a class action lawsuit that represented 6,000 Angelenos impacted by the creation and enforcement of gang injunctions in the late 1980s and 1990s. As part of the settlement, L.A. City agreed to assist plaintiffs in the class action lawsuit with resources such as educational and vocational training, paid work experience, work clothes, tools, transportation, license and certification support, and related resources. As of June 2023, approximately 1,078 individuals have received job training or education benefits that have allowed them to upskill in their professions or change careers.
L.A. City centralized these services under the Los Angeles Reconnections Career Academy 2.0 (LARCA 2.0), which is administered by EWDD. Class member claim forms will be accepted until March 27, 2024. The last day to receive services under the Jobs and Education Program is June 27, 2024.
