Child Care Initiative Program - happy children in preschool age daycare and a mom trying to apply for a job while caring for a baby

The COVID-19 pandemic has left many parents, single parents and women in particular, unable to return to the workforce due to a lack of child care options. The City of Los Angeles recognizes this need and is providing access to a range of services and resources to assist in a successful and long-lasting transition back to gainful employment.

Assistance may include coverage for up to $1,000 of child care per month for up to six months
Funds shall only be used to compensate approved, licensed child care providers and will be paid directly to the provider. Unlicensed family members are not allowed to receive grant funds for child care services.

Through the Child Care Grant Program, EWDD will provide access to child care for households for whom child care remains a barrier to reentering the workforce and provide short-term vocational training to households in various industries, including healthcare and child care. The program will also support licensed child care providers negatively impacted by the pandemic by providing the financial resources needed to reopen and stay open. Parents are responsible for the remaining cost of child care that the grant does not cover.

Supportive services under this grant will provide up to $1,000 per participant up to six months maximum for child care services. Child care services will be paid directly to the vendor; the parent is responsible for the remaining cost of child care that the grant does not cover. Reimbursements will not be allowable under this grant. No other support service will be allowed under this grant, as it is solely meant for child care services.

  • Low to moderate income or presumed low-income population
  • Enrolled in Qualified Training Program OR Returning to the Workforce
  • Impacted by COVID-19
  • Parent must reside within Los Angeles City limits*

*CDBG-CV funds shall be used to directly compensate approved, licensed child care providers. Unlicensed family members are not be allowed to receive grant funds to provide child care services to a participant.

Workforce Training Eligibility

Workforce Training Eligibility

Participants are encouraged to enroll in job training programs under Healthcare or Child Care sectors. However, a specific sector is not mandated for any job training under this program.

REQUIREMENTS



Eligible participants may be co-enrolled into the Adult/Dislocated Worker Workforce Innovation and Opportunity Act (WIOA) program to obtain basic career services and all the benefits and services they are eligible to receive, such as skill set enhancement, career counseling and planning, and support services. All forms and documentation can be obtained through program service providers.

Parents must reside within Los Angeles City limits to qualify for the grant and employment training opportunities. Use the LA City Neighborhood Info Tool to locate your address. If you are located outside of City boundaries, apply for the LA County Child Care Grant, which will launch on November 15, 2022.

Child Care Support Requirements

  • Eligible Parent with dependent-aged children up to 14 years of age
  • Low to Moderate Income (please see table below)

    • Laid off due to coronavirus (COVID-19) pandemic
    • Experienced a reduction in hours and/or pay due to COVID-19
    • Unable to work due to the following COVID-19 related reasons:
      - Subject to quarantine
      - Caregiver for someone who is subject to quarantine
      - Need to care for children because of school closure or child care provider closure
      - At higher risk of getting seriously ill from COVID-19, or lives with someone at higher risk
      - Required to telework, but do not have the necessary equipment
    • Other impact, must explain other reason
